Actually yeah, looking at some images in google image search it does look like the frame for an air exercise bike. These are the ones with long levers to work the front wheel.

Dodgy the way the advert it phrased
Looks like may the poster doesn't know what the frame is actually for - or that it is for something unusual but it is more likely to sell if this is not mentioned
Hence saying that you need to look very carefully at the photo

also the wheel attachments are weird - never seem a normal bike like that!
and looking again - the pedals seem pretty close to the saddle - must have a long seat post

is there any weird thing were people ride bikes in a straight line so don't need steering forks?? (could you even balance????)

They were really cheap bikes sold n Grattans catalogues back in the 80 or maybe before. Probably a frame from an exercise bike of the like.
