Can't remove pedals - any suggestions?

Despite now having a proper pedal spanner, I still can't remove a set of extremely annoying pedals I have on my hybrid. I tried some WD-40 to see if that would help, but still they won't budge. To be fair, I am a bit of a weakling, but it shouldn't be that hard? Anything I can use to encourage them to slacken off a little?
