Getting off the helmet diversion and back onto the topic, worth noting that everyone is different and where I have winter boots with heated toe warmers a friend has ultra vented triathlon shoes with no covers.
Try various combos and if you are cold for the first 5 mins you will probably end up ok. I can manage in 0 to 10 degrees with a windproof Decathlon jacket like this https://www.decathlon.co.uk/500-warm-cycling-jacket-black-orange-id_8369395.html with just a short sleeved merino top as long as I have warm feet head and hands
