But the steering pivots from the centre of the frame, it wouldn't be possible on a conventional bicycle unless you used a hydraulic drive system.

It would also be utterly pointless.

since most (all!) hubs will only take a freewheel/casette on one side only... i doubt there's an easy or cheap way.

What about a fip flop track hub, can that work?

Fixed gear/SS bikes often have sprockets on both sides (obviously only one per side, so no multiple gear option), but the spacing would be too wide for a front wheel.

How wide? And could I stretch a steel front fork to fit? Cheers.

If you did that, you’d have one gear for going forwards, one for going backwards.

Steering on a front-wheel drive bike would be... interesting.

I need both gears to drive forward, ie clockwise one side, and anticlock on other side. And the drive attached to fork, not frame, so no steering problem.

A double sided fixed "rear" wheel would be your best/only option, but (as above) the spacing would be an issue unless you were able to manufacture/bodge the forks

Are you looking to power this with a motor?

Simpler and more elegant solution would be to use one of the many electric wheel hub motors available.

They're also known as flip-flop hubs, as in the picture which shows one for a BMX.

To avoid the unscrewing problem, you probably want a splined hub rather than a threaded one. Eg:
