A clean pair of boxer shorts folded neatly in half and then tucked down the front of bibs, shorts, tights provides just enough insulation to keep dinkle in good shape IME.

A long time ago in a catalogue far far away....actually the Freewheel catalogue, you could buy undies with a windproof front because, shock horror, people cycled in ordinary clothes. I feel lycra short makers are missing a trick. Rapha, fashion victim, windproof shorts, would probably sell to the gullible for a few hundred notes. Froomedawg could model them, ill advisedly, which he does really well.
