Why can't the risks from driving be mitigated?

They probably are and just because that risk can't be mitigated doesn't mean that this one shouldn't. Check out Laura Trott's comments in the link.

The point here is that not all risks are worth the resources (time/money/inconvenience) to mitigate them substantively.
Therefore it makes sense to compare with other risks, and how we treat those.

Hence my referring to Laura Trott's experience with road accidents - https://www.thetimes.co.uk/article/...ist-was-nearly-killed-on-the-road-w89mm50n7dm - and with road accidents experienced by spectators travelling to/from these cycling events.
