Most roof racks will give a speed limit of 50mph (my brother's does, as does another make that a friend uses)
back to the original post, should it be resting on the bumper? does it have loading straps to take the weight of the rack from above, side straps to steady it and bottom straps to hold it down?
if so get a friend to hold it where you want it to sit and then tension the straps, load with bikes and re-tension straps.
the bars and pads of the rack are to support it against the boot lid, not to rest on bumpers.
we have broken a rear window of a car due to the bike rack tho...
