I just think getting us all into the system to possibly help and identify is a good thing. Why would it be bad?

Nope. It's damage potential of the vehicle. Cars are capable of damage to people & property on a level of which a cycle can't get close to approaching. The use of the vehicle there for brings a significantly larger risk factor to the road so much tighter controls on the vehicle & the operators is needed. Even on that basis the licensing & registration system for cars barely works effectively.
