I suppose it doesn't matter if it's the latter, because most idiots would assume it's the former and the damage is done.

He intentionally says controversial things to get publicity and news coverage to keep himself in the public eye and sell his books, etc. People fall for it and give him the publicity he seeks. If people ignored him he'd soon stop doing it.
