That's a bit of an assumption considering OP said this in post :

Clearly not perfectly good or they’d be on it. The argument of why aren’t they using “some perfectly good cycle infrastructure” is one used by dyed in the wool motorists. Motorists who have never used so called infrastructure and have no idea as to it suitability. If something is better to be used, it’ll get used.

Well only the OP can answer that seeing as he is one stating it but he is certainly inferring the alternative to the pavement is there and good to use.
However, also assuming the reason some do cycle on pavements is down to hostile motorists is again not necessarily correct.

Since you have no idea which particular cycle lane(s) he is talking about, you can have no idea whether that is true.

there was no suggestion in the OP that all cycle lanes are perfectly good, just that he was seeing this even when there is a perfectly good one. And since the OP has posted a fair amount about his cycling, I suspect he has a pretty good idea of which ones are "perfectly good".

I kow there are many poor cycle lanes around, but there are also good ones.

You see it everywhere in Peterborough and that may be because we do have a very extensive cycle path network all over the city. Where the routes end is not always clear and I think to be fair, people are either lazy...or just really not that bothered. It's not just cyclists, bus only sections of through routes near mine have cars using them regularly.
There's no consequences, people just do as they please.

Agreed, but just sometimes that reason may not be "reasonable".

We don't know the particular ones in question, but Simongt posts often enough about cycling that I think he should have a good idea regarding the ones he is talking about. I don't think he will have the motorist view that it is "perfectly good" when it isn't.
