All those infractions should draw the attention of someone that could stop this.
Imo, it's because customers want their delivery, they don't care who gets to them: after all only a very small part of road users are inconvenienced, it's just cyclists.
		
		
	 
because I suspect its whack-a-mole in many respects, takeaway food deliveries existed long before e-bikes, or mopeds became the favoured modes of transport, they used to drive cars, many of which werent particularly road worthy, and were driven with about as much respect for the highway code as Amazon van drivers do thesedays.
so yes they can be annoying, but largely theyre still more of a danger to themselves than pedestrians or other cyclists.
which brings us back to this particular sad case, which whilst the details are still sketchy the one thing they have ruled out is it was anything to do with fast food delivery riders.
and I dont know how you prevent moped riders, apparently racing each other or maybe chasing down one another on this segregated cycleway, from doing this as a general thing, I saw the LCC chair criticised the acces the cycleway enables for mopeds, though how on earth you design something that supports one two wheeled set of users but not others I dont know, I do know focussing on fast food delivery issues wont solve this though.
for now I think we just have to treat it as a tragic one off, hope the police have arrested the right people, and they feel the full force of the law for what they did.
