I think it depends more on how far it goes. A Police caution or your record is different to taking it to the CPS.Not true - my understanding is that a crime is "against the crown" hence it's not for the victim to push the issue.
There was a bizarre case where someone with some fetish got another person to nail his bollocks to a table (or something equally bizarre). It was still assault despite the victim making no complaint and quite literally "asking for it"
Whether the police can be arsed following up where the victim doesn't come forward is another matter.
