Dahon P8 rear mech pivot stiff

I've noticed the Neos rear mech pivot is stiff. I took it off and it's not corroded or dirty, the pivot bolt is clamping the mech - a lick of a file should shorten the boss and allow it to pivot nicely.
But, before I remove metal, could any other Dahon owners check theirs please - I'm sure it should pivot, but just want to be 100%. Seems to shift OK by the way.

No matter what bike, that pivot should move freely.

Hmm, having pulled it to bits and given it a bit of thought, I'm not so sure it should pivot to be honest. The Neos RD does not have the spring mechanism and B screw that provides chain tension on the Shimano RD's I am familiar with. That's the trouble with Dahons, lots of little non standard design details. Decided to leave well alone for the moment.
