I voted yes -at least I would think you could recoup that cost (assuming no frame integrity issues). I'm a bit worried about having a cable enter the top tube on the top side (looks a bit rusty), seems a daft place to put a cable entry (I mean, why not at the side or bottom so water doesn't get in rather than at the top where it is bound to happen?). However, the devil is in the details:
if you bought this with the intention of using it, then obviously looks like the wheels are missing! This means you'll have to buy some -and of course don't forget the tyres and inner tubes. And a rear freewheel or cassette. And based on the fact it looks like it may have been sitting idle for a time, probably a new chain. And potentially a new bb. Oh, and lets throw in the cost of new cables and housing too, I doubt if they are in decent nick. Another thing: the brake blocks possibly may need to be changed too -if they are Shimano, they really did a good job of putting out very abrasive hard bricks previously, not something you'd want on your new rims.....
Even if you assume you have all the tools and expertise required to fit and setup these components, the problem is that the total cost may well be getting close (or exceeding) the cost of spotting a used and much better condition complete bike for the same or less money. I'm a sucker for bikes though, so I know I would have bought it
