Could have had a whole bike in my day for the price of a set of locking wheel nuts! My H.E. Green hand built lightweight was around £15 I think... mind you, that was about 3 weeks wages back then (for me at least).
I was reassured at an engineering society cycling event to hear an academic scientist who knew more about the physics of wheels than I or probably anyone on here will ever know say that wheels at such a price were, except maybe for the most extreme of professional applications, essentially for idiots or folk with more money than sense.
