I drill holes in flap and fender, then a piece of insulated (against rust) drying or garden fencing with a single steel core, push it through both lined up holes, then bend flat both ends. No stainless screws and washers and silicone mess needed. Easy to remove/reinstall, no over-time cracking of the flap/fender and you can give it some play, so that when it receives a hit, it has some room to absorb the energy along movement instead of crack, bend screw or both.
