A penalty for a director is not tax deductible. He will most likely be claiming mileage so his insurance hike won't be footed by the company either (unless a sole trader which is unlikely)

I think you misunderstood me.

Although the fine will appear as an expense in the company accounts, it will be added back to the Profits Chargeable to Corporation Tax. So he won't get tax relief on it.
