There's enough stuck out the bottom to screw it out with pliers, just remember because you are on the other end you need to turn it as though you are tightening it to screw it out

Mate that's not my bike, it's for illustration only to show @C R what I was on about.

Looks like alot of thread poking out to the left of the adjuster housing.

Not my bike mate, just a pic nicked off web.
Will upload my photo later.

What does it look like in your bike, then.

Just found this video, mine is an Allez too and it's in the exact same position (top of the downtube).

Thing is, she uses a tap tool... I might have to buy one if the reverse-screw-in-a-bolt trick doesn't work.

I guess rainwater trickles down the gear cable and settles in the housing hence rust etc.

Ideally you'd use a stud-extractor of the right size. Otherwise you might have something to improvise with (small screwdriver?) that you can wedge into the end and twist it out. It becomes more difficult if the broken bit is seized in.

This is the route I took to remove one that had snapped of pretty much flush with the brazed-on stop / housing on the frame. It'd evidently been broken through bending / impact rather than over-torquing so it came out easily enough, which was a relief!

Obviously the inner cable needs to come out so you can get the extrator in there..

The inner needs to come out to put the new adjuster in in any case.

I have exactly the same issue with my preloved Allez, one of the barrel adjusters is sheared-off inside the stop.
I blame the previous owner's corrosive sweat! Yes, really - his sweat had corroded right through the handlebars. One the drops was only held on tape!

I've just lived with it for over 5 years, buy might now have a go at fixing it!

I didn't want you good people to lose any sleep over not having seen actual photos of my barrel adjuster so here's a couple. The threaded section has snapped off, the other bit is still in the barrel, there's no protrusion on the other side.
