Also, you might need an extended 'bit holder' if using an electric screwdriver, but I recon a manual screwdriver with interchangeable bits would be OK with an easy out.

looks like an easy out is your best option as the other end is tapered so you aren't getting a bolt in that side

Posted a link above. It's like a reverse thread drill bit, it grabs broken screws/bolts and helps undo them. The 'threaded part is hollow on your adjuster, so a suitable sized easy out will fit in the hollow section, grip the sides and undo it

Remember, if using an electric drill, you might not be able to get it straight enough because of the head tube, so something like this may help

I think using a manual driver would be safer, much less likely to wander or jump, so much less chance of doing damage to the boss.
