Downtube Cable Stop Fitting Removal

Not sure if the title is clear or not!

I recently converted my old 90s Cannondale bike to a singlespeed and I'd like to take off the lugs that held the cable stops. They kind of look like they're held on with some metal pins but it's tricky to say. Does anyone know if the fitting goes through the frame or of it's surface mounting. I'd guess it was surface mounted but before I potentially ruin it I thought I'd check.....if anyone knows!

It looks like they're rivetted on. If you're sure (and careful) you could drill out the rivets and take them off. It would leave holes in the down tube and possibly an unpainted bit. If you really don't like them you could just put adjusters on them and take out the actual adjusting screws.
