1960s? I don't think so. More like a 1980s Falcon-made "Quinn", with that frame number. Nice lugs though.

It's not as nice as mine, which is 531SL and has a cute seatstay bridge. Mine also used to have a generic road fork (wrong) but I replaced it with a proper round-section track fork.

The forward-sloping top tube was very much his thing. Mine is the same and I've seen photos of others.
