Reported on the BBC that the Council have done a rapid reverse ferret, cancelled the fine and repaid the money. All very well but I bet they would not have done it if the story had not been broken on the media. Also does not take away the experience these idiots imposed on the child. Hopefully a period of retraining will follow.

If we go by the headlines then Daddy should be in jail for slinging his 5 year old daughter on the street to earn her keep. But then did anyone really think the idea and implementation were the work of a 5 year old. Almost as believable as the idea that they issued a fine to a 5 year old.

A Tower Hamlets council spokesperson said: “We are very sorry that this has happened. We expect our enforcement officers to show common sense, and to use their powers sensibly. This clearly did not happen.

“The fine will be cancelled immediately and we have contacted Prof Spicer and his daughter to apologise.”

The ticket isn't enforceable. You have the be 16 before you can be issued an FPN.

The council also breached regulations by referring to it as "a fine".
