I hope it was because Southgate wanted to get the defence and midfield to join up better - they've not worked well in a joinedy-uppity way and I thought they worked better together tonight (with the proviso that both teams gave each other a lot of time to play). Besides, a team with Hazard in it is not a properly weakened team, at least in the way I understand weakened....

And it gave us a pretty clean, open game with nothing crucial at stake.
