Front Axel Nut

Anyone know where I can get a front axle with a but with a seal as in the photo size is 9mm x 108 mm.

Only ones I can find do not have the seal.

Is that a Shimano cone and seal ring?

No it a Joytech D341RCC

Possibly buy a hub just for the cones?

If you can find one, visit a long established bike shop as they can usually come up with all sorts of nits and pieces from their bits box.
