The way I do it, and it works for me, is to change to the small ring. Loosen the cable clamp and pull the cable so there is no visible slack.
Do up the clamp and try the shifting for accuracy.
Minor adjustments can be done with the online adjusters.

That's what I do too. Works both for doubles and triples. I think that's the instruction given in the shimano docs. Once the tension is correct, in an indexed system it just works.

That works with well matched components but at the not for profit organisation where I volunteer we often have to use second hand components from the parts bins. Getting a triple set up can then be challenge.
In the OPs case I would double check the cable clamp, it can often look right when it isn't and then start again using this method.
