I'm looking at buying a garmin edge touring and wanted to know can you upload your rides onto Facebook from this device

You can automatically transfer the rides from Garmin connect to strava. Connect is Garmins web portal like Strava

Not direct from the device to Facebook, no.
I think only the 1000 does that.

You upload the ride to Garmin Connect then link to the ride on FB
