gears not shifting

This has probably been asked thousands of times so I'm sorry.

Riding home tonight I noticed I couldn't shift beyond 3rd (toward 1st) on a 9speed cassette. The shifter seems to skip a few gears shifting down. How do I fix this?

Try re indexing.the gears ...
or at worst there is a problem with the shifter !
Just had a similar problem and had to replace right hand shifter

The cable will be under tension if its on the top cog ... Is this the case ?.

Nope on bottom cog (number 9)

I had this on my Bianchi. Winter commuting or regular washing woth fluid siezed the adjusters in the frame. Devils own job to sort out when mine snqpped, they were that bad.
Yours are probably not going to be that bad...but when you get them free, liberally apply antisieze to prevent it happening again.
I even did my brand new Ribble, just to be sure.

Problem solved. Cable had bent inside the shifter as it popped out of its housing
