Puzzle game procrastinator!
The barge would have been on the towpath on the far side, Heptonstall turning circle side, of Heden Bridge past the nursing home that was flooded.

Also mention made of a dam burst in the area which resulted in the amount of muck deposited on the road down that neck o' woods.

On the bright side, there can't have been many hanging around in the park that night.
Anybody outside for long in that deluge would very soon be suffering from hypothermia. I was only out for about 10 minutes and the rain water was already starting to get through my heavy duty rain coat.

It's funny how close I live to all of this and yet I missed it. I'd heard the flood siren and taken a photo of the swollen river but was safely back at home when the flooding actually happened.

I was in bed in the middle of the night and saw a report** about the flooding so I got up and walked around the town centre to see what was happening. Most of the flood water had gone by then except for the A646 which was still blocked at the time.

I was speaking to the staff in one of the shops I use and they told me that their underground store room was flooded with water contaminated by sewerage. They have been clearing out the damaged stock and chucking it into skips down a side round and people have immediately been climbing in to get it and take it home. Welcome to austerity, eh? xx(

The underground wine bar adjacent to the shop has a huge pile of stinking bin bags outside its entrance.

The Chinese takeaway down the road is also shut and the pavement dug up outside. It looks like some power cables might have been affected by the flood water, unless that is just a coincidence.

** Since I bought my Galaxy Tab, I leave my wireless router on 24/7 so I can surf the 'net if I can't sleep and don't want to read a book.
