The way Chromecast works is that it's Chromecast that connects and receives data from the streaming site, so even if you've got a VPN on your phone & computer it's not going through them

You could theoretically set up a hotspot type of network where Chromecast connects to your phone or TV which then connects through a VPN, but both Chromecast and the device connecting to it need to be on the same network, so you need something using a VPN providing a hotpspot, and another device connected to it controling the Chromecast

It works with Vpn on phone and non VPN on TV if you cast Via the phone settings not that cast button on the screen of app / browser .

I'm doing that right now

The phone gets a VPN stream then casts the entire phone screen thus the provider of the stream never gets a digital report the stream is being cast at all

Oh, yeah, I've cast my screen to the TV before when a cast button hasn't been available in an app for some reason, but it's not brilliant for quality and is a bit of a pita if you want to use your phone for anything else in the meantime!
