Daughter passed her test around 2004, now before this change we knew she could not tow a horse trailer Unladen 905Kg Gross 2340Kg with the Shogun 2155Kgs, but reading the above makes it as clear as mud.

I can't see what is unclear about it.

Anybody who passed their test after 01/01/1997 is now allowed to tow trailers up to 3,500Kg MAM, provide the weight of trailer plus car doesn't exceed the maximum train weight of the car, and provided the trailer doesn't weigh more than the towing limit of the car. Both maximum train weight and towing limit, as specified by the manufacturer.

Trailer is still too heavy isn't it? 100% tops! The towing figures for most cars are just the restart on a set gradient (8 or 12% from memory) and so is simply a traction figure, and for a ballasted flatbead trailer - not a tall wind catching thing with moveable centre of gravity type cargo.
Aren't the towing weight of 4x4 usually inflated to be that for towing an agricultural trailer at 20mph?

Same here until a couple of years ago. I'd put it in a 'safe place' that I couldn't remember so had to join the photo card club. I found it shortly after 'upgrading'

It says this:-

What changed on 16 December 2021​

If you passed your car driving test from 1 January 1997, you’re now allowed to tow trailers up to 3,500kg MAM.
