The change is that anyone who is now 35 or younger can now tow a trailer up to 3500MAM and no longer capped at 750MAM trailer weight but in reality it’s capped at the GTW.

I drive a scenic which has a GTW of 3050kg and has a kerb weight of 1967kg meaning I am limited to a trailer of 1083kg which is conveniently close to the braked towing weight.

When was it issued?

I think it was updated with a new address circa 1986, expires sometime early 2030's

Essentially the changes were to enable people to drive / pull bigger and heavier stuff as there was a driver shortage due to our changed relationship with Europe.

Those changes will not have made any significant difference to that, as the shortage was of HGV drivers.
