Headset choice

I am about to buy a Surly Long Haul Trucker frame and have narrowed my choice of headset (mainly based on cost) to either the Cane Creek S3 or the Cane Creek Tank II.
Considering most, if not all my riding is on roads (commuting and touring) with occasional bits of canal towpath, can anyone suggest which of these is the more suitable please ? If neither are, any others ?
I have already had some fantastic feedback about my choice of frame, and thought a separate thread might be better for this.

nothing wrong with cane creek but the best budget headset out there is the FSA orbit

i've been using an orbit extreme for about 8 years now. its been moved from 3 bikes and its still running totally smooth on the original bearings

Ta for that. The Xtreme looks good, and, as you say, a bit of a bargain! Now if only they did this in silver ....
