A bit closer to home, metal shuttering like this is never, ever a good sign:

I watched a Homes Under the Hammer featuring a similar property, and to be fair the couple who bought it actually did a decent job, but try as they might the camera crew couldn't hide the fact that the adjacent places were both shuttered like the above.

The shuttering is actually a good thing as it protects the property from further damage. It’ll likely be owned/managed by a reputable firm as shuttering isn’t cheap to install. Whoever owns it will have decided to divest as the cost vs return isn’t it in for them.

Looking at the brochure, the shutters were probably installed after the gas/electric pipework was already stripped from the property while it was empty (broken into) or while it was used for criminal purposes and the landlord didn’t know. It’s such a shame.

Whoever takes it on is in for a big job with gas and electric to install, a full refit of kitchens, bathrooms while managing a market value cap if they intent to flip it on, not so much an issue if it’ll be used as a rental. Any sensible landlord would likely want to have a few properties in the area, most likely to appeal to those with other properties nearby.
