How do you angle your bars?

Arrrggghhh!

It's a 1970's paperboy's bike. I haven't seen that since mountain bikes came out and the chavs didn't need to butcher roadbikes anymore.

I would not buy a bike off a nob who did that sort of thing.
 
Ok, this may need some nifty Googlework (any volunteers?) but I'm pretty sure that all Halfords road bikes are branded Carrera, to distinguish them from the horrible Apollo brand. The only exception that I can think of is the 2003 TdF bike that they produced. There's no way that the seller bought that bike from Halfords last year....
 
The "BikeHut" in Havant had these in last year, so it could be genuine

He's had the bars turned to reduce the bike width for storage in a passageway or somewhere, and hasn't bothered to finish putting them straight for the photo.

If you just turn the stem on the steerer, the bike width is stem length plus bar/brake lever forwards projection. If you also twist the bars in the stem, the bar/brake lever projection is up/down and the bike is that much narrower.
