How about taxation to discourage any unnecessary car use?

Taxation doesn't affect the rich and wealthy who will carry on using their Ferraris, Bentleys and so on but it will affect the working man who needs his vehicle to feed his family.

If you want to stop car usage then cycling needs to be safer and Public transport needs to be much more affordable.
