It's a bit more complicated than that...
The thing that I find the most shocking about the latest brilliant idea on how to run a railway service from someone who's never run anything (apart from the fact that it's quite a sensible idea dreamt up by a Tory politician) is that we're returning to the days of the 70s that the Tories had supposedly freed us from - days when nationalised industries were run from Whitehall rather than from their own boardrooms.
Chris Grayling has now very publicly identified himself as the person who runs the railways and who makes detailed investment decisions. It's a tiny step now either to renationalisation or to egg on a politician's face.
