So.... a cyclist filters down the centre of two lanes of stationary traffic and then moves to the left at the front of said traffic in order to turn left at a roundabout.

I read it as 'cyclist filters down centre of two lanes' (doing well so far) 'and cuts across traffic to turn left without indication, if driver had not been on the ball then result is splatted cyclist'. If a cyclist filters at a roundabout they better get into a decent gap BEFORE they get to the roundabout, doing it in front of the last car when the driver is looking right to pick a gap to accelerate into is not sensible at all.

I could read it either way. It sounds like something the OP wouldn't consider doing at all though. Often it makes sense for me to filter and right hand side of traffic is pretty much always safer so you end up judging the traffic and working out what car is doing what and where the safe spaces are. Agreed it would be rare (extremely rare, I can't think I've ever done it) for me to cut across the first car in a queue as I'd expect them to be doing a lot more than bothering about looking out for me so it wouldn't be safe. But if they were obviously hanging back and it wasn't a busy roundabout I guess I might (not to turn left though, that would be bad manners, ignoring any safety issues).

Considering recent topics that have been discussed on here, I think the subject title isn't doing the OP any favours. 'I gave a cyclist some room' would be much more closer to the truth I'd have thought.

Perhaps the last line may be it "when another road user posses a danger ?
Read it again more carefully and you'll see that that proviso applies only to the bit about using the horn when stationary or at night.

I saved a pedestrian's life this afternoon. I was carrying a large coffee and, because I am also a pedestrian, when they stepped in front of me I gave them space instead of holding them down by the neck in it until they drowned.

Then I blew a vuvuzela in their face and I got a two fingered salute for my trouble. The ingratitude!

It is quite common that I will filter on the right and move across when the traffic creates a gap. Someone beeping me would also get a 2 finger salute...or something similar.

Absolutely, and perfectly safe with a bit of practice to watch the motion of the cars and filter in between stationary and a car moving off.

Read the OP again more carefully and you'll see that they were "stuck" when using the horn.
Stuck in slow-moving stop-start traffic doesn't imply that he was stationary. In any case, we're talking about restrictions on use of th horn, not a special licence.

Use only while your vehicle is moving and you need to warn other road users of your presence. Never sound your horn aggressively.
Did the OP need to warn the cyclist of his presence? No; (1) she obviously already knew he was there or she would have ridden into him instead of round him; (2) he sounded the horn after she had executed the manoeuvre not before, so it was a bit late anyway

If the OP was stationary, then this is another reason he shouldn't have used the horn. If the OP was moving (and assuming it wasnt a built up area at night), then the section doesn't apply. But he still shouldn't have used the horn because he was not using it to warn her of his presence

Drive/cycle like a tit and expect someone to use their horn. It's how it is, no matter what the rules say.
I'm not saying that it is right, just that is how it is out there!

I'm not saying the OP is right either, but it sounds like he's a bit "out there" too
