Where in the world has the best weather, smooth roads, good attitude to cyclists that would make it the perfect place for road or your prefered specific type of cycling?

France.
It's got quiet roads, hilly roads, flat roads, Alpine roads and just about any terrain you can think of.
Decent food and wine, friendly locals (at least, I've always found them to be) and the south is a decent temperature even in January.
I'm struggling to think why I'm still in the UK, TBH...

Cyprus. I think they've collapsed economically because of the disproportionate amount of money gone into the infrastructure of that island nation as the road surfaces are far too good for the incredibly small number of people living in the communities served by such roads. But still, for cycling, it is unsurpassed. November, December, January and February will give as many good and warm days cycling there as will May, June, July and August in Britain. And the incredible scent of the remoter parts is very intoxicating.

So you've got great weather, fantastic road surfaces, they drive on the left like us, there are the seemingly never-ending climbs in the Troodos mountains and almost everyone is happy to speak English. Cyprus for me every time. Oh, and they use our 3-pin plug system as well.

Germany - they have a massive amount of well signed/well tended cycle routes. The weather is lovely and warm in summer. Plenty of flat/hills to choose from. Not as open to suffer from prevailing winds like the Netherlands. Skiing in winter. Lots of good bier and food. Really nice, honest, open people with a cracking sense of humour.

The USA.

It would be my dream to live in the USA.
Particularly the Deserts of California, Nevadah, Utah, Arizona & New Mexico.
Simply some of the most beautiful places I have ever seen.
I've got to go to one of those in two weeks for two weeks and I am filled with a terrible dread. Phoenix, Arizona. It's not too bad when you get there as there's a terrific cycle route along a canal that runs diagonally through the area that has an abundance of fruit lying on the ground to pick up as and when you want it. There is also the wonderful Camelback mountain to run up if you so wish. What I really REALLY hate though is the interminable flight and the horrendous queue to get through immigration but coming back is worse with the associated jet-lag. It's an essential aspect of my job that forces the trip.
