Is a dented frame dangerous to ride?

I still have this rourke frame and one day i might even get a cheap groupset so i can rid eit..but it has a small dent in the cross tube...to me it looks superficial..paintwork only type ...about a cm across...it's a steel frame...so will I die if I ride it?

No. If it's carbon there's all those warnings about death, but seeing as it's steel and superficial as far as you say, then no.
