Is this a new type of bike ?

There is this commercially available one from Canada:

However, I like this type of upright, fixie, tadpole trike; especially for use in the UK where this riding position would make you more visible to the muppets out there. When I get around to it, I''ll be basing mine around an adult mixtie type MTB frame on a 26 inch rear wheel, and probably 16 or 20 inch wheels on the front.

It wouldn't be too difficult to set up a directly in relationship to the rear wheel drive train for the salt/grit spreader, but I believe that along with the effort required to pedal the working plough, the rider/operator would not be too happy about even more physical demands upon their strength. Although it maybe viable to disengage the the spreader mechanism whilst ploughing, and then covering the ground again to spread the salt and grit. This system would also work well when only gritting is required on frosty days.

I see your concern, but have you ever ridden a recumbent? You're far more visible, and treated much better, due to your sheer oddity. Add a snowplough on the front, and grit spinning out of the back, and people will be detouring two streets away to give you enough room... ;)

A recumbent is also more stable and safe feeling on ice, and easier for just anyone to get on and ride - lots of cyclists find an upright trike a very odd ride indeed.

However, that tadpole one looks pretty good. One good ice tyre on the back and away you go!

And remember to oil the plough, from what I remember seeing on Top Gear....
