It's a bit more complicated than that...
House insurance often does cover you for public liability. @srw
Insurance and cycling
Many household insurance policies will also have some level of liability cover, but this may be limited to only £1m and may exclude cycling (check the wording). Being exposed to this level of cost is extremely unlikely for a cyclist (which is the main reason why it's not legally compulsory) - but it's relatively easy to think of a scenario in which you could be.

(As that post probably says - it was a while ago - I'm not a wordings expert. At the corporate level at which I operate the finer details of who is covered for which specific claim type get lost. Speaking entirely personally, without suggesting that this is the right thing for anyone else, I'm a member of CTC/CUK for the 3rd-party liability as much as anything else. Our home insurance is arranged through a broker which specialises in customers who have unusually high-value posessions, and so it costs about twice as much as the cheapest policy I could get on a price comparison site. But since our posessions include a couple of good quality tandems, and the broker seemed quite miffed when I asked them to confirm that they were covered - "of course they are", and since we've had outstanding service on a different claim, that's worth it for me.)
