It might be "just" a short run to you. But to them its probably their main passion in life. Just because it doesnt appeal to you doesnt mean people are crackers for doing it. If everybody in the country was a keen cyclist the roads would be jam packed and it would not be so enjoyable.
If everyone was keen cyclist then most roads would be pleasant and full of bikes instead of cars. Plus we’d have much more cycle friendly policies and likely a Dutch style infrastructure and buses and trains that can take sizeable numbers of bikes.
Transport is built around the car, so not surprising it gets used even for the shortest of journeys.
