That's an unusual one - more common here is the "Tank Commander", that driver who has time enough to clear only an eye level slot across the screen.

A colleague was moaning the other day about being 10 minutes late because of "having" to clear her windscreen of the frost. I politely enquired whether she needed a more modern alarm clock, the sort that allows you to set it for 10 mins earlier to allow you to get up in time to clear the windscreen properly and still be at work on time

10 minutes to clear the windscreen? Did she get a new one fitted instead?
10 minutes isn't enough in REALLY cold weather IME.. I'm talking less than about minus 5C, when you need to start the engine, then spray de-icer, scrape the ice off ALL windows, and wait until the engine is warm enough to blow warm air onto the inside of the windscreen. Otherwise the condensation caused by your very presence when you sit in the car will freeze on the inside of the screen. Unless of course you've got a new fankled car with a heated windscreen, which, as the proud owner of a 10 year old Toyota Corolla I don't have .

When I clean a windscreen I tend to attack it like some mad demented chicken, because:
a) I've not realised that the windscreen is iced up until I've got to the car, and so am short of time.
b) Its cold, and helps me warm up before I sit down inside a cold car.

I've never had a problem with breath condensing on the inside of a windscreen before when driving.

Hold on.

Drive with snow on screen, and don't harm anybody, with no visible numberplate. Police managed to trace you and charge you. Ram a cyclist off, injure them, drive off, with clear numberplate. And nothing?
It's Scotland; different laws and different procedures thankfully. No PACE, no Police cautions, no CPS, and none of this ducking out because there is no "independent" witness nonsense (WTF - a witness is a witness up here, unless it's your spouse. Even then they are competent witnesses, the only difference is they cannot be compelled to give evidence against a spouse - whereas other witnesses CAN be compelled).
So in Scotland it's relatively simple. If there is evidence; go and visit the driver. Don't listen to their pish (if you want to argue Sir, save it for your day in court); just confirm who they are, charge them, and report the circumstances to the Procurator Fiscal.

Welcome to our justice system - do something wrong, get caught, put your hands up and admit it - get done.

Do something wrong, get caught, lie your head off - get away with it.

They aren't exclusive of course, but what comes to my mind when I read your post was the comparison between this, and the clip where the volvo knocked the guy off and then they "couldn't remember who was driving".

:edit:

Just noticed Brandanes post and the fact this was in Scotland. My opinion would still stand for the English system though!

A witness is a witness down South too, unless you're a lazy arsed bar steward copper who just needs an excuse not to put pen to paper. Which is sadly too many of them, but that's what happens when new starters are paid less than they would had they chosen to start at Lidl instead. It's not likely to attract the cream, eh?

I won't be retiring a moment too soon.

I bet this driver says things like:

I know what I'm doing
Or
Don't tell me what to do
Or
Who do you think you are
Or
I can't see anyway coz the sun's in my eyes
Or
I don't have time, do you know how busy I am?
Or
Stop making a big fuss, it'll clear up soon enough
Or
If the road users are scared of me then they shouldn't be on the road
Or
Of course I can see you
Or
Don't be stupid, I have passed my driving test you know.
