Padded shorts, and longs with either no pad, or a thin one, not a full pad. Also have 3 'fabric' weights of longs - thin, medium and a thicker pair with wind resistant sections in for really cold weather.

My OH goes commando and if it is cold enough will just wear a pair of dedicated cycling thermals under his longs, but he is also still commuting in his shorts at the moment and was recently asked how he didn't freeze his wedding tackle off!

The jewels don't usually feel cold because there is little airflow to them. Come to think of it, I can't recall ever thinking by heck I'm cold down there - whereas I have done with feet and hands.
With you on that! But feet and Hands are a problem, no-matter how good your socks over-shoes or gloves are. best socks moreno wool with thin walking sock under them. don't us neoprene gloves they are not for cold weather, just good when wet.
