Ladies i need some help

Of course shims would make the levers closer when on the hoods as well as the drops but sounds like the issue could be the shape of the bar, has the bike got a standard curve or a shallow drop ?

i did a bit of googling after i got it into my thick head
Apparantly even though you can get shallow drop you can also get shallow reach bars or a combination of the two, it struck me after i remembered one of my bikes has shallow drop bars and the reach is 10 mm shorter than my standard bars on another bike.
The shape of the bars can influence your grip, found this ....
