The point is the offence is either dangerous cycling or cycling without due care and attention. Eating and drinking whilst cycling is a distraction and the moment look look down to put something in your mouth maybe the moment a hazard appears.
Being in control is not just hands on the handle bars, but eyes on the road too.

Hang on - you have to look down to find your mouth?

I know levels of spatial awareness vary, but most people can find their mouth without looking!
