Liverpool bomb incident - Balls-of-steel or lucky cab driver- who knows

I'm erring back to Lucky now. Either it was a crap bomb or it didn't go off properly, a lot of flash and incendiary, but not a lot of proper power and potentially the seats & relative positions may have protected the driver from the worst of it.
I read that part of the bomb didn't detonate, and that the covid screen between the front & back seats helped shield the driver.

I see the media are all stoking the prejudice against the mentally ill again by pointing to his mental health record. Subtext: Mental illness? Oh well, there you go, that explains everything then.

An alternative interpretation of the same reports is "Don't blame Islam or immigrants, this was a troubled individual"

Isn't mental illness used in mitigation in legal proceedings, religion & immigration status not so much? So it might have been relevant if the individual hadn't died?

It's becoming clear throughout Europe that illegal immigrants with mental health issues need priority for deportation ..
