I worked at a place where there was a rule that you had to leave your key in your locker unless you were at work and using it.
Needless to say, within weeks some people were using two or three lockers and others were arriving at work to find "their" locker key missing so using someone elses and before long no keys were left in lockers and lots of people no longer had access to a locker. Weak management wouldn't do anything about it and it descended to farce.

I agree with the post earlier in the thread - allocate people a locker when they start, they get a key in exchange for a £10 deposit, returned when they leave the company. It would take 5 minutes to include in first day inductions and save everyone a load of hassle.
Setting up a scheme at an existing company shouldn't take a highly skilled HR genius more than a day to sort.

Alternatively don't bother with lockers and accept that you are going to have peoples personal effects left all over the place.

In our company they charged £10 a year for the lockers on the basis that:

A: You would return your key when you left
B: It paid for the lost keys during the year
C: It kept up locker rotation, so the once a year runner or cyclist would give up their locker and kept the waiting list down.

We then moved office, they dropped the £10 PA charge and they have installed enough lockers that their is no longer a waiting list.
However the new lockers, whilst about being 1.5m high (ideal for hanging suits and shirts), are so slim you can not even put two shoes in the bottom side by side!.
