Segregated lane, line on tarmac, suggested route, it matters not. The erroneous idea that cyclists are not allowed on other bits of the road is an inevitable consequence of creating this stuff.
I'm not questioning the guys literacy but other countries do not have as stringent a driving test as the UK test and yet a driving licence can be transferred from their own country (via an 'International' licence) to a British one.Probably can't read

The Indian 'Licence' is pretty easy to pass as this video demonstrates.
