I'm not sure that at that point it has been established that the cyclist was the gunman.

There doesn’t seem any doubt from the quoted report:
“The cyclist ordered the victim to lie down before shooting him in the legs.”

Yes. That is the sentence that establishes that fact. Had it read 'The gunman ordered...' then it might not have been clear that the cyclist was the gunman.

Seems a reasonable assumption. What else might have been used to shoot him in the legs?

Or flagged the cyclist down and told him that his saddle position was too low. "You'll ruin your knees riding like that, you know".

I think all the kneecappers travel, although with C-19 they might start doing in house consultations.
